Felix the Cat Weathers the Weather

Felix disappoints his kittens because he promised to take them on a picnic but couldn't because of bad weather. He flies to the clouds to see Jupiter Pluvius' weather-making machine, which he blames for his predicament. He manages to get the machine to work for his advantage while getting back at Jupiter in the process.
